Atlantic ladder still stale-high vs NOAA's 75%-below-normal call; fade the high strikes into a barren peak season

Kalshi's Atlantic ladder just cracked at one strike — >12 hurricanes fell 12pp to 27/31 — yet the rest of the book didn't follow: >10 still quotes 40/52 and >14 actually rose 3pp to a tight 17/18, all on thin flow (~120–160 contracts/24h, the >12 book traded just 19). That strike-by-strike incoherence is the opportunity.
The fundamentals point one way. NOAA's Aug 6 update held a 75% probability of a below-normal season on a looming record El Niño (per FOX Weather and PropertyCasualty360), against a May outlook of 8–14 named storms and only 3–6 hurricanes. Season-to-date is barren: one named storm (Arthur, late June) as of early July per PropertyCasualty360, and an X sweep for live NHC development chatter came back empty. The climatological peak arrives in early September with nothing on the map.
Variant perception: the desk thinks the high Atlantic strikes (>10, >14) are far too expensive relative to NOAA's own hurricane range and the empty tape — the ladder hasn't repriced the August update. The EPAC ladder (>16/>17 near 90¢) is directionally consistent with El Niño but the books show zero volume, so no view is scoreable there. Caveats: thin liquidity cuts both ways, and one burst of late-season formation would move these books fast.
